This feasibility study prepares the documentation required for the deployment of fixed broadband infrastructure in Albania, providing a detailed assessment of the current situation and a development plan for identified digital gaps.

It identifies connectivity options for public institutions (healthcare, education, municipalities) and households, aligned with the EU 2025 Gigabit Society, and provides an implementation roadmap with phased development objectives. The study evaluates feasibility under different scenarios, considering operator investment plans and opportunities to use existing infrastructure from non-telecom entities.
