This feasibility study provides the baseline documentation required for the deployment of fixed next generation broadband infrastructure in Montenegro.

It delivers an assessment of the existing situation and identifies realistic development plans to address digital gaps. The study estimates broadband demand and supply, calculates deployment costs, proposes legal/regulatory/institutional recommendations, and defines funding schemes, investment models, and procurement strategy. It evaluates scenarios that consider operator investment plans and potential reuse of infrastructure from non-telecom entities (e.g., utilities and transport), aiming to expand connectivity for public institutions (healthcare, education, municipalities) and households across all municipalities, aligned with EU 2025 Gigabit Society objectives.
