Technical assistance to update project documentation and prepare procurement and tendering materials for broadband PPP rollout.
This assignment supports Montenegro’s rollout of Next Generation Access (NGA) fixed broadband infrastructure, focusing on updating technical documentation and moving the project towards implementation. Activities include updating cost estimates and cost-benefit analysis, reviewing legal and regulatory conditions relevant to implementation, defining the role of private operators and market participation, preparing an Environmental & Social Action Plan, and producing a procurement plan, market model, and tender documents for works and supervision

Role of InCites Consulting:
INCITES provides project management and expert input for updating prior study outputs, refining cost and market/investment modelling elements, and supporting preparation of procurement documentation and tender packages.
INCITES also contributes to stakeholder coordination and to the development of project implementation-enabling materials (e.g., procurement strategy, market model, ESAP) to help ensure readiness for PPP execution.
