This assignment covers the preparation of Environmental and Social Impact Assessment (ESIA), Detailed Design, and Tendering Documents for broadband development projects in Albania, including rural broadband development and broadband development in white areas. The work considers EC guidance (including the Broadband Investment Guide and relevant state aid guidelines), the national broadband plan, legal and regulatory frameworks, and mitigation measures from ESIA. It addresses end-to-end infrastructure, including last-mile, and places emphasis on the use of existing public-sector infrastructure where feasible.
