Estimating the Universal Service Provider’s compensation

A network operator that acts as a Universal Service Provider (USP) for telecommunication services in a European market wanted to estimate the amount of compensation they should claim from the National Regulatory Authority (NRA) for providing this service. inCITES was asked to develop the cost model to evaluate the amount of financial compensation.

Working with the operator’s executives, inCITES developed a detailed model that identified the non-economic areas for providing connectivity to the whole country, taking into account all the relevant European and national regulatory guidelines and the unique characteristics of the country. inCITES’ model is still being used to this day from our client for reporting and claiming the amount of compensation from the NRA.
